CDR Richard A. Rivera, a native of West Palm Beach, Florida, was commissioned in 1994 from the United States Naval Academy with a Bachelor’s of Science Degree in Aerospace Engineering.

CDR Rivera’s flying tours included VFA-37, Cecil Field, FL and Virginia Beach, VA, VFA-106, Virginia Beach, VA, CVW-5 and VFA-195, Atsugi, Japan, culminating in his command tour at VFA-81, Virginia Beach, VA flying the Navy’s newest Strike Fighter, the F/A-18E Super Hornet.

His staff tour assignments were at Supreme Allied Command Transformation, Norfolk, VA, where he served as combat identification subject matter expert, and the United States Special Operations Command, Tampa, FL, where he served as Chief, Doctrine and Lessons Learned Division, Force Management and Development Directorate J9 (FMD-J9-D).

He earned his Executive Master’s of Business Administration from the Naval Postgraduate School, graduating with distinction and receiving the Rear Admiral Thomas R. McClellan Award for Academic Excellence in the Graduate School of Business and Public Policy.

 CDR Rivera’s decorations include the Defense Meritorious Service Medal (2 awards), Meritorious Service Medal, Air Medal (3 Strike Flight awards), Navy Commendation Medal (3 awards), Navy and Marine Corps Achievement Medal (2 awards, 1 with Combat “V”), various unit commendations and service/campaign awards.
