Robert Clark is the Distinguished Professor of Law for the United States Naval Academy’s Center for Cyber Security Studies.
A career military officer and attorney, he has over twenty years of experience within the Department of Defense, having served at its counterdrug command as well as numerous other challenging positions. He is the former operational attorney for the US Army Cyber Command; Cybersecurity Information Oversight & Compliance Officer for the Office of Assistant Secretary of Cybersecurity and Communications, Department of Homeland Security; legal advisor to the Navy CIO; United States Computer Emergency Readiness Team; and, the Army's Computer Emergency Response Team.
He received his Bachelor’s degree from the University of Michigan; his law degree from Michigan State University College of Law; and, his L.L.M from the Judge Advocate General’s School, United States Army.
He also is an Adjunct Professor in the College of Professional Studies, University of Maryland Baltimore Campus, instructing on Cybersecurity Law and Policy and Cyber Warfare.
