CDR Gibb was born in Washington D.C. and grew up in Annapolis, MD. He graduated from the U.S. Naval Academy in 1990 with a BS in Political Science and a minor in French. He attended flight school in Pensacola and Corpus Christi, and received his wings in 1992. He is a qualified P-3C Patrol Plane Commander and Mission Commander with over 2200 flight hours.
CDR Gibb's operational tours have included two flying tours, as a junior officer with VP-11 from 1993-1996 and as a Department Head with VP-8 from 2001-2003, both based in Brunswick, ME. From April to June of 2003, he served as OIC of U.S. P-3 operations in Souda Bay, Crete, conducting flight operations into northern Iraq in support of Operation Iraqi Freedom. CDR Gibb served as a catapult officer and V-2 Division Officer onboard USS THEODORE ROOSEVELT (CVN-71) during the Kosovo crisis and onboard USS GEORGE WASHINGTON (CVN-73). Shore tours have included the National Reconnaissance Office, instructor and Associate Chair in the Department of Political Science at USNA, and 15 months on the CNE-C6F staff in Naples, Italy, during which he served as one of the primary planning officers for the inaugural Africa Partnership Station (APS) mission. CDR Gibb deployed with the APS staff in 2008 in support of operations in West Africa.
CDR Gibb recently completed his PhD at the University of North Carolina – Chapel Hill, and holds a Masters in National Security Studies from Georgetown University. His dissertation focused on the use of the U.S. military and security assistance in post-Cold War foreign policy. CDR Gibb is authorized to wear the Joint Meritorious Service Medal, Meritorious Service Medal (gold star in lieu of second award), Navy Commendation Medal (gold star in lieu of third award), Joint Services Achievement Medal (oak cluster in lieu of second award) and the Navy and Marine Corps Achievement Medal.
CDR Gibb and his wife, Sara, have three children, Ryan (7), David (5), and Lexi (3).
