Scope and Content Note

This volume spans the period 27 April 1817 to 12 September 1817, during which time the U. S. S. CONGRESS (frigate), under the command of Captain Charles Morris, patrolled the Gulf of Mexico.  It is a continuation of the Special Collections & Archives Division’s MS 22.

In July 1817, Morris received orders to proceed to Port-au-Prince, Haiti with dispatches for the American consul.  He was then to sail to Venezuela to collect information on that country’s independence movement.  Cumaná and La Guaira were among the Venezuelan ports visited by the CONGRESS on this voyage.  The ship completed its assignment in September 1817, returning to Hampton Roads.  The volume is partially printed with blanks where the appropriate nautical information is to be inserted.
