Lieutenant Terrell is a native of Abilene, Texas. He attended school, K-12, in Richardson, TX. He graduated from the U.S. Naval Academy in 2002 with a Bachelor of Science degree in Systems Engineering. While a midshipman, Lieutenant Terrell lettered three years in Varsity Football as a running back. He was an active member of the National Society of Black Engineers (NSBE), and also served as the President of the Midshipman Black Studies Club (MBSC) during his senior year.

Upon graduation from the Naval Academy, Lieutenant Terrell reported to the Navy Annex where he aided PERS-N133 in their diversity recruiting efforts. He then graduated from the Naval Nuclear Power Training Command (NNPTC) in Charleston, SC.

After completion of NNPTC in December 2003, he reported for duty as Assistant Engineer on the USS RHODE ISLAND (740G), home ported in Kings Bay, Georgia. As a member of Submarine Squadron 16, the RHODE ISLAND did several alert patrols and stayed committed to being a nuclear deterrent to the rest of the world. While onboard the RHODE ISLAND Lieutenant Terrell qualified as Officer of the Deck and was designated as a Submarine Officer in June 2005. He then qualified as Nuclear Engineer for the Navy later that year in November of 2005. While onboard he served as Electrical Officer, Damage Controls Assistant, Intelligence Officer, and Assistant Operations Officer.

Lieutenant Terrell detached from the RHODE ISLAND in May 2006 and reported to the U.S. Naval Academy for duty as a student in the Leadership Education and Development Program. In May 2007 he received a Masters in Professional Studies in Leadership Education and Development from the University of Maryland. He assumed the duties of 13th Company Officer in June 2007.

Lieutenant Terrell's military decorations include the Navy and Marine Corps Achievement Medal (three awards), and various other personal and unit awards.
