REGIONAL FINANCIAL ANALYST (NSA Annapolis, MD)

SERIES / PAY BAND:  NF 0501 04

Description of Duties: 

Advises and assists the Regional Finance Office (RFO) Finance Manager in all financial matters to include the development, implementation and execution of all overall budgets

and support the Morale, Welfare and Recreation (MWR) Department and the Visitor’s Quarters (VQ) programs in the Naval District Washington (NDW) region. Assists in

coordinating and maintaining the automated system of financial services, to include accounting, budgeting, payroll and procurement. Interprets financial resultsensures effective

controls of financial data. Advises, develops, coordinates and carries out financial policies, procedures and plans to assist on-site managers and facility managers.  Works in

conjunction with the Regional Accounting and Budget Supervisor and IT support teams to ensure the operational reliability and accuracy of data management associated with the

system that contains the following: accounts payables and receivables, travel claims, resale inventories, fixed asset inventory, general journal entries, central cashiering, journal

vouchers, accrual journal vouchers, subsidiary ledgers, operating statements, payroll, daily financials summaries, balance sheets, preliminary profit and losses, petty cash, checks,

tax reports, month-end documents, tickets, receipts, the distribution of merchandise, supplies, and reconciliation of appropriate subsidiary ledgers to balance sheet accounts on a

monthly basis.  Examines the use of petty cash funds with the goal of minimizing them wherever possible without adversely effecting customer service. Review checks for payment

of services and goods in accordance with standard accounting procedures, as well as ensuring compliance with guidelines established by higher authority. Prepares monthly and

quarterly  reports, as required by law or regulation (i.e. month-end inventory documents, Credit Card processing). Oversees disbursement of Non-Appropriated Funds (NAF) for

payment of liabilities incurred by the NAF while conducting business. Ensures all discount incentives offered by industry are taken and that the funds “cash flow” is sufficient to

sustain business and handle any unforeseen set backs.  Assess processes to ensure that the MIS/POS and CYMS are operating effectively and provides inputs and

recommendations on how to improve these processes. Additionally, quickly tracks complaints from field managers, ascertains their validity and takes appropriate actions to correct

em when justified. Assists on-site managers and operational managers guidance and assistance in any and all financial matters. A philosophy of customer service will routinely be

displayed by the employee. The incumbent works closely with all levels of operational managers to ensure they meet or surpass pre-established budget goals and objectives. 

Assists in interfacing with the RFO Finance Manager in preparing, coordinating, tracking and monitoring APF in the MWR and VQ budgets. As necessary will work with the

Comptroller Office and his/her staff to ensure the proper execution of the APF budgets in the MWR and VQ programs.  Along with his/her supervisor, serves as an advisor to the

RFO Finance Manager and the MWR and VQ Regional Program Managers on all resource/financial matters related  to their programs. Prepares a monthly financial brief for the RFO

Finance Manager, MWR and VQ regional program managers and any other entity requiring this information, on all  resource/financial matters related to their programs.  The

incumbent is responsible for the security and maintenance and accuracy of all records, reports, files, and information dealing with the financial condition of the funds

within the employee’s purview in preparation of any oversight reviews, audits or internal review investigations.  Incumbent supervises one Accounting Technician and/or

Administrative Assistant. Plans work, sets priorities and schedules work as necessary to assure effective and  expeditious accomplishment of priority work without adverse affect

on regular and recurring work. Assigns work to subordinates based on employee’s capabilities, priorities and difficulty. Develops performance standards and evaluates employee

performance. Provides technical and administrative oversight, advice and instruction. Interview candidates and recommends hiring, promotion, etc. Hears and resolves employee

complaints, referring series complaints lacking resolution to higher level supervision. Takes disciplinary measures such as warnings and reprimands and recommends more serious

disciplinary measure to higher supervision. Identifies and arranges for employee developmental and training requirements. Incumbent has a continuing responsibility to actively

Qualifications:  The incumbent must have a comprehensive knowledge of financial management, including skills in double entry accounting, budgeting for Non-appropriated

Funds, as well as a basic understanding of the Appropriated Fund budget process. A professional knowledge of  Generally Accepted Accounting Practices (GAAP), including

theories and methods and techniques employed in today’s business world. In addition, the employee must have a first-hand, in-depth knowledge of the Navy’s Non-appropriated

Fund system. Must have the ability to independently and successfully reconcile and/or resolve complex NAF accounting/budgeting issues. Must be able to relate to/understand

audit requirements and resolve audit findings. Knowledge of basic supervisory/management principles, practices, procedures and regulations. Ability to lead, supervise, motivate

and counsel employees. The position requires the ability to understand and deal with diverse levels and types of business problems and management philosophies.

RECREATION AID (Recreational Services Department)

SERIES/PAY BAND: NF-0189-01

Flexible Hours

Description of Duties: Check ID and Membership cards as patrons sign in.  Operate a cash register for all sales transactions. Answers front desk

phone. Maintains security of change fund, register cash, front desk equipment and resale inventory.  Handles all front desk responsibilities as

described in position description.  Checks customers in and out of MWR rental facilities.  Incumbent is also responsible for the operation of the Liberty Zone and Fitness Center while on duty. Qualifications:  Previous experience with a cash register is desired.  Incumbent must present a neat, clean and presentable appearance.  Incumbent must have good oral communication skills and have the ability to deal with people with authority, tact and diplomacy.

Description of Duties:  The duties of this position are developmental in nature and designed to provide experience to qualify for higher level CDC positions

children according to age group.

 

Qualifications:  18 years of age, and high school graduate or equivalent required. ***MUST PROVIDE COPY OF HIGH SCHOOL DIPLOMA WITH APPLICATION***. Prior experience working with young children preferred. Must be able to speak, read and write English. Satisfactorily complete background checks IAW PL 101-647 to include NAC. Present favorable pre-employment physical and evidence of immunization and be free of communicable disease. Possess and maintain ability to lift and carry up to 40 pounds, walk, bend, stoop and stand on routine basis. Must provide pre-employment documentation within three days of employment. Must complete all Navy Child Development orientation, initial, annual, and ongoing training requirements within the specified timeframe to include CPR, First Aid, and Child Abuse and Neglect Recognition/Prevention. EDUCATION TECHNICIAN (Child Development Center)

Description of Duties:  The incumbent will follow verbal and written instructions. Provides care, oversight and accountability of children that complies with

established standards, policies, procedures, and regulations. Provides developmentally appropriate care and activities for children and follows planned activities.

Conducts daily health checks of children and notifies supervisor of any marks or signs that might indicate suspicion of illness, abuse, or neglect. Adheres to

admission and release policies and procedures. Attends to physical individual needs of children (e.g. diapering, feeding, toileting, resting, etc.) Maintains control

of assigned group of children and keeps an accurate count of said children at all times. Ensures safety and sanitation of children through constant supervision.

Holds infants during feeding. Assists older children during family style meals. Assists in arranging classroom and play materials to accommodate the daily

schedules and activities of children. Receives children from parents and notes special instructions from parents. Leads children in songs, games, finger-play and

other activities. Assists with developing a list of needed supplies and equipment. Works together as a team with co-workers, supervisors and parents. Develops,

reviews, and implements daily activity schedules and activity plans and keeps other personnel informed. Ensures compliance with applicable standards, policies,

procedures and regulations. Assists in planning and conducting an effective program that meets the cognitive needs of each child. Helps children to develop self-

help skills. Works collaboratively to obtain/retain Department of Defense (DoD) Certification and National Association for the Education of Young Children

(NAEYC). Completes and submits required reports in an accurate and timely manner. May be asked to participate in conferences with parents and supervisors.

 

Qualifications:  Six months of specialized experience in a Child Development Center (CDC). . Be able to complete mandatory Child Development training within 18 months. Working knowledge in child development principles to provide input to an efficient and effective program responsive to children's needs. Completion of the standardized caregiver training program. Ability to implement developmentally appropriate child development principles/practices and care services to provide direct care and education for children, individually or with groups of children in child development classroom settings. Knowledge of standardized program objectives, policies, and pertinent regulatory requirements. Possesses skill in oral expression to explain processes and procedures and to provide basic program information. Applicant must be 18 years of age and ***SUBMIT COPY OF HIGH SCHOOL DIPLOMA OR EQUIVALENT WITH APPLICATION***. Applicant must satisfactorily complete background checks IAW PL 101-647 to include LAC and NACI, all Navy Child Development orientation, initial, annual, and ongoing training requirements within the specified timeframe to include CPR, First Aid, and Child Abuse and Neglect recognition/Prevention.
