(n) When electronic forms are designed to be completed on-line, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues.

At present, the interaction between form controls and screen readers can be unpredictable, depending upon the design of the page containing these controls. Some developers place control labels and controls in different table cells; others place control labels in various locations in various distances from the controls themselves, making the response from a screen reader less than accurate many times.

• Place form field identifiers before the input field.

  Example : Last Name : <input type=text name="ln" size=35 value="" maxlength=55>

• Place form input fields before the form submit button.

• When a screen loads from a query, place resubmission forms (if any) after the results.

• Provide instructions to assist the user to process the request.
