Captain Leland Hart Sebring, USN Commanding Officer

Born in Portsmouth, VA, Captain Sebring is a second generation Surface Warfare Officer and grew up on both coasts and overseas. He received a Bachelor of Arts in 1977 from Jacksonville University. After working in a small civilian shipyard for two years, he was commissioned an Ensign in March, 1980 from Officer Candidate School.


Captain Sebring has extensive experience with both the Atlantic and Pacific Fleets. Operating throughout the world, he has participated in, or directly supported combat in Operations DESERT STORM, SOUTHERN WATCH, ENDURING FREEDOM, and IRAQI FREEDOM.


Captain Sebring's sea duty assignments include Communications Officer and Damage Control Assistant in USS JOHN RODGERS (DD 983), and Combat Systems Officer in USS DOYLE (FFG 39) and USS SCOTT (DDG 995). He was the CSO in SCOTT for the introduction of the first DDG New Threat Upgrade combat system. He served as Executive Officer onboard USS CHANCELLORSVILLE (CG 62) and commanded USS GEORGE PHILIP (FFG 12) from April 1998 to November 1999. He also served as the ENTERPRISE Battlegroup and COMCRUDESGRU TWELVE Operations Officer during Operation ENDURING FREEDOM.


Between assignments at sea, Captain Sebring was awarded a Masters degree from the University of Redlands, and has served as the Combat Systems Training Department Head at Fleet Training Center, Mayport; a Surface Warfare Junior Officer Detailer and the New Construction Placement Officer at the Bureau of Naval Personnel; Flag Secretary to Commander, Naval Surface Force, U.S. Pacific Fleet; Chief Staff Officer Regional Support Organization San Diego; and Head, Surface Commander and Lieutenant Commander Assignments for Commander, Navy Personnel Command. Prior to assuming command of SEALOGPAC in April, 2005, Captain Sebring was the Executive Assistant to the Deputy Chief of Naval Personnel/Commander, Navy Personnel Command.


Captain Sebrings personal awards include the Legion of Merit (2), Meritorious Service Medal (3), the Navy and Marine Corps Commendation Medal (4), the Navy and Marine Corps Achievement Medal, and various unit and campaign awards.
