LT Carlos Otero was born in New York City .  An Eagle Scout, he graduated from the U.S. Naval Academy with the Class of 2003 receiving a Bachelor of Science in Aerospace Engineering (Astronautics Track) with a Spanish minor.  For his senior design project, Carlos was the team leader for PCSat2, a solar powered research satellite that was attached to the International Space Station.  It remains the only satellite successfully launched by the U.S. Naval Academy to date.  While a midshipman, he was Brigade Squad Leader of the Semester and Co-captain of the Karate Team.

  Following graduation, LT Otero reported to Charleston , S.C. , where he began training in Naval Nuclear Power.  After successful completion of the Nuclear Power training pipeline and DOE certification, he reported to USS JACKSONVILLE (SSN 699), where he had the roles of Torpedo and Fire Control Division Officer, Electrical Assistant, Main Propulsion Assistant, Chemistry-Radiological Assistant, and Assistant Engineer.  While on board, he completed an RSE, Engineered Refueling Overhaul (ERO), Sea Trials, Homeport Shift, TOA Modernization, Midshipman Operations, ORSE, Acoustic Trials, and Dual Media Discharge.

  LT Otero is currently stationed at the United States Naval Academy as an instructor in the Seamanship and Navigation Department.  He is a certified Engineer-in-Training in the State of Maryland .  LT Otero is the recipient of the Navy-Marine Corps Achievement Medal (2 awards).

 He is married to the former Miss Amber Ludwig, of Plano, TX.
