POWER SYSTEM SCHEMATIC:  Panels will consist of 22 Cells or so to provide   
maximum power at nominal battery voltage of 8 volts and tapered charge
current down to 100 Ma or less sufficient to power receivers and TNC's
only at 8.8 volts (Full charge).  Dual battery systems are diode isolated
to provide dual power busses and RF Power Amps are directly connected to
the busses.

Concern:  What happens to PA transistors if SEU causes PA junction to
conduct?  Short circuit through battery and avalange? Failure?
If so, how to limit current and reset?

Solar array currents I1-I5 are measured as voltage drops across .1 ohm 
resistors and converted to 0-5 volt telemetry voltage range with this
transistor circuit.  Compute R1 and R2 and specify transistor type.
Develop temprature compensation curve.
