CONSTITUTION of the 

NAVAL ACADEMY MEN’S SOCCER CLUB

 

 

ARTICLE I: Name of the Organization

 

            The name of this organization shall be the United States Naval Academy Men’s Soccer Club (USNAMSC).

 

ARTICLE II: Purpose and Objectives

 

The Men’s Club Soccer team will be an organization founded with the intent to create a sports team for male midshipmen who wish to compete at a higher level than intramural sports offer. This team will encompass every aspect of the Mission of the United States Naval Academy: To Develop Midshipmen Morally, Mentally, and Physically. Teamwork and sportsmanship will be emphasized at all team events. Additionally, midshipmen leadership will be a necessary component to creating and maintaining the functionality of the team.

 

ARTICLE III: Membership

 

            Section 1:        Membership shall be open to any male midshipman or exchange cadet at the United States Naval Academy who shows interest in actively participating in competitive soccer team as long as he meets the standards set forth by COMDTMIDNINST.1745.5 for membership in an extracurricular activity.

 

            Section 2:        To become a member, an interested midshipman shall contact the President of the USNAMSC to have his name placed on the membership roster.  Such additions to the membership roster are subject to approval by the USNAMSC Officers and the Officer Representative.

 

            Section 3:        All active members must submit, in writing, all requests to have their name removed from the membership roster.  Such requests shall be submitted to the President of the USNAMSC and are subject to the approval of the Officer Representative.  Graduating members and exchange cadets will automatically have their names removed from the membership roster by the USNAMSC President.

 

            Section 4:        Membership will require time commitment for activities such as team practices, games, tournaments, and team meetings.

 

ARTICLE IV: Organization

 

            Section 1:        The officers of the organization shall be: President, Vice President, Operations Officer, Logistics Officer, and Treasurer.  The formal organization shall consist of the officers and the active membership.  A midshipman may volunteer to be manager of USNAMSC.

            Section 2:        USNAMSC shall consist of at least twenty (22) members. The club will field one team for competitive play. Substitutes and replacements for injured players will be selected from the membership of the club.

 

ARTICLE V: Officers and Election of Officers

 

            The officers shall be elected annually at the first meeting of each spring season by the active members of the organization.  A list of candidates for such offices shall be nominated from the floor by the membership in said meeting.  Those elected, by simple majority, shall serve for the Academic Year to commence the following fall.  Specific election procedures shall be in accordance with COMDTMIDNINST 1710.14D.

 

ARTICLE VI: Financial Establishment and Requirements

 

            Section 1:        The financial well being of the soccer club is ultimately the responsibility of the President.

 

            Section 2:        Dues shall be paid at the beginning of each Academic Year to finance USNAMSC’s additional expenses not covered by the budget. The amount to be paid will be instituted at the first meeting of the fall season and will depend on funds provided for USNAMSC by outside sources.

 

ARTICLE VII: Activity Budget Property and Working Space

 

            Procedure and responsibility for the activity budget, property, and working space shall be in accordance with COMDTMIDNINST. 1745.5.

 

ARTICLE VIII: Amendments

 

            When a petition to amend the Constitution is made by an active member of the USNAMSC, the officers of the USNAMSC will approve or disapprove the motion at a closed meeting by a majority.  The President will then take action to allow all active members of the USNAMSC to vote on the proposed amendment.  Amendment of the Constitution is subject to the approval of the Commandant of Midshipmen.

 

ARTICLE IX: Dissolution

 

            Section 1:        The USNAMSC shall be dissolved for any academic year wherein membership falls below seventeen (17) midshipmen.

 

            Section 2:        The USNAMSC exists solely for the pleasure and benefit of the midshipmen of the Brigade. Whenever an interest in playing soccer at the club level no longer exists, the club shall dissolve.

 

            Section 3:        Dissolution shall be at the discretion of the Commandant of Midshipmen.

ARTICLE I – Duties of the President

 

            Section 1:        The President, or his designate, will conduct all external business for the activity, with the verbal or written approval of the Officer Representative when required by the Extracurricular Activities Manual.

 

            Section 2:        The President is responsible for the administrative requirements of the activity, including the keeping of all files and records required by the Extracurricular Activities Manual.

 

            Section 3:        The President is responsible for the entire operation of the activity, including practices, games, meetings, and required care of facilities.  The President will ensure updated reports are maintained in accordance with COMDTMIDNINST 1710.14D.

 

ARTICLE II – Duties of the Vice President, Operations Officer and Logistics Officer

 

            Section 1:        The Vice President will act as the President if, for any reason, the President cannot be present to perform his duties as prescribed in Article I.

 

            Section 2:        The Operations Officer will coordinate all activities directed by the President in accordance with proper established safety regulations, NCAA rules, and the Extracurricular Activities Manual.

 

            Section 3:        The Logistics Officer will maintain a current membership roster filed with the Midshipmen Activities Officer in the Operations and Plans Division of the Executive Department.

           

Section 4:        Both the Operations and Logistics Officer will perform such other duties as may be prescribed by the President or Officer Representative.

 

ARTICLE III – Duties of the Treasurer

 

            Section 1:        The Treasurer is responsible for all matters of business and for advising the President on all matters pertaining to financial affairs of the organization.

 

            Section 2:        The Treasurer may draw on the account of the Midshipmen Welfare Fund only when authorized by the President or the Officer Representative.

 

            Section 3:        The Treasurer is responsible for the submission of records and statements for audit and the maintenance of proper records of all receipts and expenses.

 

            Section 4:        The Treasurer will perform other such duties as may be prescribed by the President or Officer Representative.

 

ARTICLE IV: Meetings and Practices

 

            Section 1:        Meetings shall be held by the President with the prior approval of the Officer Representative or by the Officer Representative in accordance with COMDTMIDNINST. 1745.5. The Midshipmen Extracurricular Activities Officer will be notified immediately of any decisions to meet.

 

            Section 2:        The Officer Representative will be present at the first meeting of each Academic Year to explain in detail to all members the regulations of the organization.
