Profile

Captain Lacy graduated with merit from the U.S. Naval Academy in 1997 with a Bachelor of Science in History. She holds a Master of Science in Management, specializing in Human Resource Management from the University of Maryland Global Campus. She is a Harvard Kennedy School Senior Executive Fellow, certified Senior Professional in Human Resources and Society for Human Resource Management Certified Professional and holds a certificate in Legislative Studies from the Government Affairs Institute at Georgetown University. 

She spent the first ten years of her Navy career as an Intelligence Officer in multiple patrol, reconnaissance, and intelligence commands.

After transitioning to the Human Resources (HR) Community, Captain Lacy led change management initiatives that improved the quality of life for Sailors in various manpower, personnel, policy, and legislative positions.

Captain Lacy’s unique career highlights include assignments as a Legislative Fellow in the United States Senate, Legislative Director for the Chief of Navy Reserve, and the Commanding Officer of Navy Reserve Center Baltimore.

She completed initial and advanced Joint Professional Military Education at Air Command and Staff College and at Joint Forces Staff College.
