CAPT Franky is currently serving as the Deputy Director for Ethics at the Stockdale Center for Ethical Leadership and is the Senior Naval Special Warfare (NSW) Representative at the USNA.
Most recently he served his Major Command tour as the Commander of the Joint Special Operations Task Force – Arabian Peninsula (Task Force THREE) // Commanding Officer of Naval Special Warfare Unit THREE, responsible for the execution of the full spectrum, multi-domain, joint special operations, actions, and investments on the Arabian Peninsula.
A native of Lafayette, Louisiana he also spent time in Colombia, South America in his youth. He graduated from San Ignacio Jesuit School in 1988 and returned to the United States in 1989 to enlist in the navy. In 1990 he successfully completed Basic Underwater Demolition/SEAL (BUD/S) training with class 170 and was assigned to SEAL Team FOUR where he completed five overseas deployments to the SOUTHCOM region.
In 1995, he was commissioned through the Seaman to Admiral program and later attended the Naval Postgraduate School in Monterey, California earning a BS in Computer Science and conducting Master studies in Defense Analysis. He completed his Joint Professional Military Education I and II and has commanded in all leadership milestones in NSW.
His command and joint tours also include: OIC of NSW Detachment SOUTH at Little Creek, VA; Commander of Special Boat Team TWENTY-TWO, a premier Special Operations Riverine Squadron at Stennis, MS; Commander of Naval Special Warfare Tactical Development and Evaluation Squadron FOUR, at Dam Neck, VA; Training Director at Naval Special Warfare Development Group; Director of Plans, Policy, and Strategy (J5) and Director of Operations (J3) at Special Operations Command SOUTH.
CAPT Franky has participated in joint combined special operations in Asia, Latin America, and Africa. He deployed extensively on contingencies and named operations to Iraq, Afghanistan, Pakistan, Kuwait, Somalia, Kenya, Yemen, and the Western Hemisphere (Caribbean, Central and South America). He has worked diligently with international partner nations enhancing security cooperation initiatives and advancing counter-terror capabilities in support of National objectives.
