Lieutenant Todd earned his Bachelor of Arts degree in political science and history with a minor in economics from Indiana University in 2012.  After graduation from Indiana University, LT Todd transitioned to law school at the University of Pennsylvania, where he received his Juris Doctor in 2015.  During the summer of 2014, LT Todd interned for the Navy-Marine Corps Court of Criminal Appeals.  

In 2015, LT Todd commissioned in the United States Navy, Judge Advocate General Corps. He reported to RLSO NW in April 2016 for his first tour. In addition to the standard first tour rotations, LT Todd served as the Deputy Region SJA for 8 weeks and deployed to the South China Sea as the deputy staff judge advocate for Carrier Strike Group ONE.

From July 2018 through July 2019, LT Todd served in Code 46 – Appellate Government, representing the United States before the Navy-Marine Corps Court of Criminal Appeals.

LT Todd is licensed to practice law in the state of Virginia. He is entitled to wear the Navy Achievement Medal (gold star in lieu of third award), National Defense Service Medal, Global War on Terrorism Service Medal, and Pistol Marksmanship Ribbon.
LT Todd reported to the United States Naval Academy in the Summer of 2019 to serve as an Assistant Professor of Military Law.
