McCain Virtual Conference 2021, Day 7 - Dr. Ed Barrett, Dr. George Lucas, Dr. Jens David Ohlin - Ethics, Cyber Operations and Election Manipulation

The seventh panel of the 2021 McCain Conference explored the ethics of two specific and often related activities in the grey zone: cyber operations and election manipulation.
Dr Lucas is professor of ethics emeritus at the Naval Academy and the Naval Postgraduate School. He’s also the former Distinguished Chair in Ethics, and a current Senior Fellow, at the Stockdale Center. He’s written six books, including: Ethics and Military Strategy in the 21st Century: Moving Beyond Clausewitz; and Ethics and Cyber Warfare: The Quest for Responsible Security in the Age of Digital Warfare. The latter remains the only monograph on the ethics of cyber warfare.
Dr. Ohlin is Interim Dean and Professor of Law at Cornell Law School. Trained as a lawyer and philosopher, his research has tackled questions as diverse as criminal conspiracy, the punishment of collective criminal action, the philosophical foundations of international law, and the role of new technologies in warfare—including cyberwar, remotely piloted drones, and autonomous weapons. His most recent monograph is Election Interference: International Law and the Future of Democracy.
