McCain Virtual Conference 2021, Day 5 - Dr. Ed Barrett, Dr. Helen Frowe - The Ethics of Grey Zone Operations

 On its fifth day, the McCain Conference focus shifted from spying to grey zone operations.  Like spying, limited lethal and sublethal interstate competition occurring in a “grey zone” between war and peace is not new.  But the importance of this realm of competition has increased in the past decades.  At a time when the relative power of antiliberal states is rising, it’s crucial that we think more clearly about how we can defend ourselves in this grey zone while remaining true to the norms that define and sustain us.

To help us identify the relevant normative frameworks, Dr. Helen Frowe joined us from the UK.  At the University of Stockholm, she is Professor of Practical Philosophy, and the Director of the Stockholm Centre for the Ethics of War and Peace.  She is the author of—at last count—two monographs and over 30 scholarly articles; and the co-editor of two important volumes.  Her book The Ethics of War and Peace: An Introduction is in its second edition, and is the best high-level introductory text on warfare ethics.  The second presenter was Dr. Barrett, Stockdale Center Research Director.
