Adding WMS overlays

You must be using an arc second base map.  Start with a DEM, and reproject if necessary.

State servers have different naming conventions:

• All have the state name
• Some include the year
• Some have the scale (probably those with 60 cm instead of 1 m data)
• The server database will have to updated when the server names change
• We have not tested all the states (there are fewer than 50, Hawaii and Alaska MIA) , and DC, PR, and the other unusual entitites are not included)
