History of the Office of the Commandant of Midshipmen

Although not specifically provided for in the original plan for the Naval School at Fort Severn, the Office of the Commandant actually dates from the opening days of the school when Lt. James H. Ward served as executive officer and instructor in gunnery and steam. Under the provisions of the reorganization plan of 1850, an experienced lieutenant or commander was to serve as executive officer to the Superintendent and instructor in naval tactics and practical seamanship, and was to be known as the Commandant of Midshipmen. Later, during the time in which students at the Academy were referred to as naval cadets, he was known as the Commandant of Cadets.

The Office of the Commandant also included responsibility for insuring the "preservation of discipline" and "general security" at the Academy. Line officers of the Navy were detailed as assistants to the Commandant as the responsibilities of the office increased with the growth of the school. Another of the duties of the Office of the Commandant was the command of the annual summer practice cruises and maintenance of its records, under the instructions of the Superintendent. For most years from 1861 to 1909, the Commandant served as commander of the cruise. Today the Commandant of Midshipmen is responsible for the discipline, physical education, and the military and professional education and training of the Brigade of Midshipmen.

Description of Contents

The Commandant's Office Files, comprising 11.04 linear feet of documentation, span from 1950 to 1994. The materials consist of correspondence, reports, schedules and minutes, messages, reading and study files, and speeches that pertain to various subjects related to Academy organization, and the administration of Academy supply, civilian and military staff, midshipmen, training, and policy. The office files are organized into nine record series, predominantly by record type and scope of subject matter.

Series 1: Commandant's READING FILES, 1972-1979, 1984 Box 1

Series Description

The first series, READING FILES consist of letters, endorsements, and memorandums from the Superintendent, Commandant of Midshipmen, Academic Department heads, and other faculty and staff to civilian and military faculty, library, admissions and administrative staff, military and civilian instructors at other installations/institutions, parents of midshipmen, and private citizens. The materials relate to military and civilian faculty openings, search and evaluation committees, appointments, pay, performance, promotions, reenlistments, retirements, investigations, visitations, invitations, requests for travel and other services, training and briefings, work areas, workloads, collateral duties, scholarly publications, award recommendations, and letters of appreciation.

Other topics include academic reference collections, magazine subscriptions, seminars, forums, conferences, and lectures; Academic Department organization and staff levels, reorganization efforts, command histories, and classroom areas; Academic course material, with an emphasis on leadership, law, discipline, and seamanship and navigation that includes textbooks, publications, audio-visual films and materials, lesson-plans, curriculum changes, and examinations; Midshipmen honor system, grades, projects, uniforms, summer training, plebe sponsorship program, absences, participation in external events and information programs, inter-service transfers, personality, morale and motivation, performance, letters of appreciation and commendation, athletic schedules, sports and sports competitions, clubs, and extra-curricular activities; integration of women into the brigade of midshipmen; The Naval Academy Band, and relationships with external-affiliated organizations.

The majority of the records from 1972-1977 are signed by Gregory J. Mann, Chairman of the Behavioral Science Department, P.D. Abbott, Chairman of the Leadership and Law Department, and Donald K. Forbes, Commandant of Midshipmen. The majority of the records from 1984 are signed by the Superintendent, and the Commandant and Deputy Commandant of Midshipmen.

Series 2: Commandant's DAILY MESSAGES, 1984 July-December Box 1

Series Description

The second series, DAILY MESSAGES consists of memorandums, ALNAV (All Navy) Messages, and transcripts of internal Naval Academy messages from the Chief of Naval Operations, the Naval Academy Communications Officer, Naval Military Personnel Command, and other Naval commands to the Naval Academy Commandant, and other U.S. Navy commands and personnel. The materials relate to a variety of subjects, including record traffic regulations, promotion lists of active duty and reserve component commissioned, noncommissioned, and warrant officers; officer training courses and systems, personnel ratings, U.S. Navy training exercises, logistics, medical materials, procedures for submission of various reports, educational tuition assistance disbursement regulations, regular payroll, absentee voting, military photograph regulations, sports competitions, U.S. Navy participation in external organizations and events, health and hospitalization of Naval personnel, drunk driving and alcohol abuse, visits by foreign delegations to U.S. Service Academies, Navy child care centers, recreation programs, the Combined Federal Campaign, the Navy Newsgram, Navy advisory board reports, holiday greetings from various military and civilian leaders, Naval Academy midshipmen summer training, visits to overseas ports, evaluations, orders, separations, injuries, exchange programs, foreign candidate appointments; and Naval Academy training vessels.

Series Description

The fourth series, STUDIES is similar in nature and arrangement to the preceding subseries Study Files. Series Description

Series Description

The eighth series, GENERAL RECORDS consists of directives, endorsements, instructions, letters, lists, memorandums, photographs, reports, and transparencies; meeting and board invitations, agendas, procedures, minutes, and schedules; event schedules, programs, agendas, orders and supplements; and ephemera including handouts, pamphlets, articles and newsletters. Series Description

The ninth series, SPEECHES consists of complete and edited drafts of speeches given by the Commandant to various audiences including the Board of Visitors, graduating and other classes of midshipmen, midshipmen parents' forums and weekends, the Naval Academy Alumni Association, and Naval Academy staff and faculty, and several conferences and meetings. Speech subjects relate to success at sporting events, the administration of the oath of office to plebes, the start of new academic years, the onboarding of new senior staff, changes of command, unveiling of monuments and paintings, and Christmas leave.
