History of the Naval Academy Watch Organization
A formal watch organization, responsible for ensuring safety, security, and good order and discipline at the Naval Academy has existed continuously since 1845. The essential functions of the watch organization are summarized by an internal regulation entitled Details for Officers of the Day from October, 1854. The regulation states the, "duties of the officer of the day will commence at 7 AM and continue until 10 PM. He will occupy an office at the gate from which he will not absent himself longer than his duties render necessary. He will be particular to receive with courtesy, and treat with attention all citizens and strangers who visit the institution. He will occasionally walk around, and through the Yard, and see that no improprieties are committed by anyone. He will not visit any of the Student's rooms except on duty. He will keep the "Journal of the Academy" in which he will record the state of the weather…the arrival from, and departure on leave of all Officers of the Academy, and the numbers of mechanics and laborers employed in the Yard. The journal will be left at the Superintendent's Office, daily, by 9 AM. He will attend all roll-calls, formations, and notice, and report all cases of impropriety thereat: on receiving the report of absentees from the section-leaders of classes he will visit their rooms, and order all those without lawful excuse for such absence to join their respective classes. Should his order be disobeyed by any one, or should he fail in finding an individual he will at once report the circumstances to the Executive Officer…The Watchmen on Duty will be under his orders, and will remain at the Gate during his absence at meals, and will accompany him to secure the fires and extinguish the lights. He will have charge of the "Liberty Book" in which the names of the Midshipmen and Acting Midshipmen who have permission to be absent from the Academy will be inserted. Midshipmen will report their return to the Academy to the Officer of the Day. He will enter the time of the same on the "Liberty Book", which is to be regarded as an official record, showing faithfully the time of each student's return to the Academy."
Although significant evolutions in regulations and structure have occurred over time, the essential function of the watch organization remains the same. Presently, the Officer of the Watch (OOW), a commissioned Naval Officer, represents the Commandant of Midshipmen and is responsible for the safety and security of Bancroft Hall and the Brigade of Midshipmen. The post of the OOW is in the Main Office of Bancroft Hall. Unless detained by official duties, the OOW is present at all color ceremonies, Superintendent or Commandant Calls on the Brigade, Forrestal Lectures, or Brigade-wide events on the Yard. The OOW monitors the weather, safety and security conditions, implements the high-risk mental health safety plan when conditions warrant it, and documents drug and alcohol violations, discrimination or harassment incidents, accidents, injuries, deaths, and other situations warranting emergency leave. The OOW also oversees the Brigade Watch Organization. This includes the Midshipman Officer of the Watch (MOOW). The MOOW is responsible for ensuring events in the Plan of the Day are executed properly, the maintenance of good order and discipline, and the writing (and presenting) of the daily Brigade 0800 report. There are Midshipman of the Watch positions for each regiment (RMOOW), Regimental Duty Officers (RDO), company officers (CMOOW), battalion officers (BOOW), and the Midshipman in Charge of the Battalion Office (MCBO), a second-class midshipman responsible for assisting the BOOW. Other watch positions include: the Company Duty Officer (CDO) and the Assistant Company Duty Officer (ACDO), responsible for the watch, safety, security and accountability of their respective companies; the Midshipman in Charge of Main Office (MCMO) responsible for maintaining the Main Office Deck Log; the Main Office Messenger (MOM); Duty Driver; Company Mate of the Deck; Regimental and Brigade Security Rovers (BSR) responsible for security patrols; and Shore Patrol.

Series 1: LOG OF THE U. S. NAVAL ACADEMY, 1845-2003 Volumes 1-217, Box 1
Series DescriptionThe first series, LOG OF THE U.S. NAVAL ACADEMY, is the main record of all events and actions under the purview of the head officer of the Naval Academy's watch organization. The log begins with the first class of midshipmen at the Naval Academy at Annapolis in October 1845. There is a gap between April 24, 1861 and September 21, 1861, during which the Naval Academy was moved to Newport, Rhode Island. There is some overlap in dates among the volumes. Some of the overlap is attributable to Officers of the Day stationed at and responsible for different sections of the Yard (Upper and Lower Buildings).
In 1869 construction of new quarters for midshipmen, a part of Superintendent Vice Admiral David D. Porter's expansion plan, was completed. Beginning in 1870 distinction is made in the volume titles between the "Old Quarters," or "Lower Buildings," and the "New Quarters" or "Upper Buildings." The last entry for the "Old Quarters," or "Lower Buildings" in the Log is March 14, 1887, when all midshipmen were moved and quartered permanently in the New Quarters building.
From 1845 to September 1882 the log was referred to as the "Journal of the Officer of the Day." Each entry typically begins with a description of the weather and then documents miscellaneous and official activities of the day. On December 17, 1881 a new format for keeping the log was introduced by Superintendent Captain F. M. Ramsay that included a table for tracking wind, temperature and weather, and a remarks section for documenting significant activities, leave, promulgated orders, and visitors. Beginning on October 1, 1882 and continuing until 1994 the "Journal of the Officer of the Day" was officially titled the "Log of the U. S. Naval Academy." Beginning in 1995 the Log is referred to either as the "Bancroft Hall Deck Log," or the "Bancroft Hall Main Office-Midshipman in Charge of the Main Office (MCMO) Log."
Beginning in December 1911, the Log contains logbook regulations, directions for keeping the ship's log, description of cloud forms, a synopsis column for log entries, and reference sheets for modes of weather expression, winds, the state of the sea, and motion of vessels (for aboard ship). Also included are sheets for lists of officers, complements of enlisted personnel, listing of meteorological observations, armaments for batteries, and compass tables of deviation. Each log entry also contains a list of drills and exercises conducted, broken down by division and class. From February 17, 1938 through 1967 there are separate logbooks for the even and odd days of each year. Subjects include: the arrival of midshipmen to the Academy; artillery and drill exercises; chapel services; civilians visiting the yard; commendations for services rendered to the city of Annapolis, and other outstanding actions by midshipmen; copies of executive orders; examinations in various subjects; formations; leave; marches; number of employed civilian and military personnel; orders - publishing of; organization of the brigade and company officers; Pay of midshipmen, civilian and military personnel, saluting batteries, visitations and inspections by the Academic Board and Board of Visitors; and weather conditions. There are some copies of orders, notices, and sports and event ephemera scattered throughout the logbooks.
The logs from 1995 to 2003 were maintained by the Midshipman in Charge of the Main Office (MCMO). The MCMO answers to the Officer of the Watch (OOW) for the execution and conduct of the Bancroft Hall Midshipman watch team. The MCMO is responsible for ensuring events in the Plan of the Day are executed properly and that good order and discipline is maintained. The MCMO is charged with writing the daily Brigade 0800 Report. Responsibility for maintaining the Main Office Log is also charged to the MCMO. The Main Office Log provides a complete and detailed chronological record of all events pertaining to the external security and affairs falling under the command of the Commandant of Midshipmen. The Main Office Logs contain documentation for events such as the arrival and departure of the Commandant and other senior officers, sunrise and sunset, morning and evening colors, special evolutions including arrival and departure of visiting naval vessels, the assumption and relief of the watch, injuries, inspection times, significant changes to the weather, the piping down of the watch, and other events of significance.

Series DescriptionAlthough not presently maintained, historically the Officer of the Watch (OOW), and sometimes the Assistant Officer of the Watch (AOOW), maintained a chronological logbook for documenting events and activities. Each logbook entry in the second series, OFFICER OF THE WATCH LOGS, begins and ends with assumption and relief of duty statements, and consists of hourly annotations documenting absences, accidents and injuries involving midshipmen, alcohol and drug incidents, arrests of and legal proceedings against midshipmen, Brigade movements, delayed returns from liberty and leave (accidental and unauthorized), exercises, extra duty, fire and other alarms, incidents of gross disrespect and misconduct, inspections, laundry, leave and liberty, marches (conduct of), medical appointments, movies and music concerts (observance of), notices of midshipman family deaths, the observance of meal and other formations, officers reporting for temporary duty, phone calls from parents of midshipmen and other private citizens, receipt of taps reports, religious services, serving of punishments for various infractions, sick personnel, sports event victories and losses, suicide attempts, transportation (arrangement for), uniform and clothing (infractions), and vandalism.

Series 3: OFFICER OF THE WATCH REPORTS, 1989-1990, 1994-2007, 2015-2016, 2018 Boxes 3-23A
Series DescriptionThe third series, OFFICER OF THE WATCH REPORTS, consists of memoranda and reports created daily by the Officer of the Watch and the Naval Academy Summer Program Duty Officer for the Commandant of Midshipmen. Documents for each day typically include OOW Reports created by the Officer of the Watch and the 0800 Report created by either the Officer of the Watch or the Summer Program Duty Officer. Information in the OOW Reports and the 0800 Reports include: the oncoming duty officer and officer of the watch, lists of significant events, hospitalizations, major conduct offenses, sporting event results, emergency phone calls, death notifications, special leave, upcoming events, major Bancroft Hall maintenance, administrative notes, and a copy of the unauthorized absence (UA) report. Information on the Naval Academy Summer Program 0800 Reports include: the TAPS Report listing authorized and unauthorized absences, conduct infractions, transient departures, separation-pending midshipmen, group movements, medical conditions, and significant events. Later reports include tables listing: accountability at taps; unauthorized absences; midshipmen movement orders, pending separation, and on restriction; watch and room inspection discrepancies; wardroom and bed checks; mess-hall attendance; elevator inspections; material readiness; study hour violations; roving watch discrepancies; and administrative notes. Some of the reports contain promulgated day orders documenting general information, special instructions, and OOW/AOOW comments. Interfiled in other reports are various watch-stander position regulations and guides, copies of leave requests, and completed Operator's Inspection Guide and Trouble Report cards resulting from inspections of the duty vehicle. The Reports from 1989 through June 1990 are referred to as Officer of the Watch Briefs.

Subseries DescriptionThe first subseries, 4a MAIN OFFICE PHONE LOGS, consist of logs documenting phone calls received by the Main Office for Commandant's Staff and Midshipmen. Each log lists the time the phone call was received, who the call was from and for, a brief description of the message, and whether the message was delivered to the phone call's intended recipient.
