History of the Division of Engineering and Weapons
Since the founding of the Naval Academy in 1845, instruction in engineering and weapons has remained an integral part of the school's curriculum. During the first days of the Naval Academy, Lieutenant James Harmon Ward gave instruction in Ordnance and Gunnery as a collateral duty. From 1845 to 1847 instruction was administered under the Department of Ordnance, Gunnery, and Steam, one of the six academic subjects originally taught at the Naval Academy. Lieutenant (later Rear Admiral) John A. Dahlgren led the Department for a brief period in 1847. After Dahlgren left for ordnance duty in late 1847, Professor Henry H. Lockwood became the instructor in gunnery, as well as in astronomy and mechanics. From 1847 to 1857 midshipmen received most of their ordnance and gunnery training from practice cruises aboard wooden-hull sailing vessels carrying cast iron, smooth bore, and muzzle-loading naval guns. During the same period, emphasis on the sailor's likely duty to disembark and support the Army during landing and shore operations was reflected in the reorganization of the Department into the Department of Ordnance, Gunnery, and Infantry Tactics. During this period, the Department was also referred to as the Department of Practical Seamanship, Naval Gunnery, and Naval Tactics.
In 1857, the Department of Ordnance and Gunnery was established. In 1865 the Department of Steam Engineering was also established. The Departments were housed in the old armory located in the north section of the Academy grounds just south of Dorsey (College) Creek. In 1871 cadet-engineers specializing in marine engineering were appointed to the Naval Academy for a two year course of instruction in a status comparable to cadet-midshipmen. In 1874 the first course in mechanical engineering was established, and the cadet-engineers program was extended from two to four years. In 1882 legislation designated all students at the Naval Academy as "naval cadets," and the distinction in training and name between cadet-engineers and cadet-midshipmen was erased. From 1877-1880 the Department of Ordnance and Gunnery was led by Commander Alfred Thayer Mahan, author of The Influence of Sea Power Upon History. Future Rear Admiral Royal R. Ingersoll served in the Department of Ordnance and Gunnery through much of the 1880s, and as department head from 1891 to 1894. Some of the ordnance and gunnery tactics taught during the last half of the nineteenth century included: measuring velocity of projectiles, swordsmanship, artillery, fortifications, ballistics, gun construction, iron smelting, gun powder, sighting guns, small arms, and sham battles using blank ammunition.
In 1900, the Department of Steam Engineering was reorganized into the Department of Marine Engineering and Naval Construction. In the 1925-1926 academic year this department was reorganized as the Department of Engineering and Aeronautics. During the 1933-1934 academic year it was again reorganized into the Department of Marine Engineering. During the 1907 to 1908 academic year the Department of Electrical Engineering was established. During the 1912-1913 academic year it was retitled the Department of Electrical Engineering and Physics. During the 1933-1934 academic year physics was removed from the departmental title. When construction on Dahlgren Hall was completed in 1903, the Departments of Marine Engineering, Electrical Engineering, and Ordnance and Gunnery were housed in that building, contemporaneously referred to as "the Armory." The instructors were almost exclusively naval officers, and most instruction occurred in Isherwood, Melville, and Griffin Halls during the midshipmen's second and first class years. Focus remained on great guns. During World War II and the Cold War the curriculum was updated annually to keep up with changing technology, with focus shifting away from gunnery and towards missiles, mines, rockets, fire control, radar and sonar. The department was moved from Dahlgren to Ward Hall in 1941 as the demand for classroom instruction increased and practical instruction in these new technologies decreased.
During the 1959-1960 academic year the academic organization went through a major revision. The Division of Engineering and Science, and thereunder the Department of Engineering were established. The Department of Engineering encompassed electrical, mechanical, marine, and aeronautical engineering. The Department of Ordnance and Gunnery was retitled as the Weapons Department, and was now administered under the Division of Naval Science. During these years instruction in weapons system engineering was split between the Department of Engineering and the Weapons Department. In 1966 the major in Systems Engineering, taught by the Weapons Department, was introduced at the Academy. During the 1970-1971 academic year the academic organization underwent yet another major reorganization. The Weapons Department became the Department of Weapons, Robotics, and Control Engineering Department, one of the five departments in the Division of Engineering and Weapons.
In 1975 construction of a new building complex designed for instruction in engineering and weapons was completed and dedicated as Rickover Hall, in recognition of Admiral Hyman G. Rickover. Today the Division of Engineering and Weapons is headquartered in Rickover Hall and comprises five departments: the Aerospace Engineering Department; the Electrical and Computer Engineering Department; the Mechanical and Nuclear Engineering Department; the Naval Architecture and Ocean Engineering Department; and the Weapons, Robotics, and Control Engineering Department. The Division's mission is to provide midshipmen an education in fundamental engineering principles that equip them to address the technical needs of the Navy and Marine Corps. The Division's support facilities include a complete Fluid's Laboratory, Hydromechanics Laboratory, four computer lab classrooms, a Satellite Ground Station, a Materials Laboratory containing a Scanning Electron Microscope, and Specialized Electrical Engineering Laboratories.

Series 1: ORGANIZATIONAL AND ADMINISTRATIVE RECORDS, 1876-1923 Boxes 1-2
Series DescriptionThe first series, ORGANIZATIONAL AND ADMINISTRATIVE RECORDS, consists of logbooks documenting monthly time and pay rolls for employees of the Department of Steam Engineering, and the Department of Marine Engineering and Naval Construction. The first volume contains time and pay rolls from both Departments beginning June 1876 to December 1877, and pay rolls only from January 1878 through September 1911. From June, 1876 to April, 1880 the lists are entitled pay or time rolls "Engineers Department." From May, 1880 to October, 1900 the lists are entitled "Pay Roll - Department of Steam Engineering." From December, 1900 to September, 1911 the lists are entitled "Pay Roll - Department of Marine Engineering and Naval Construction." The pay rolls list employee names and their roll numbers, the days of the month marked with numerical or alphabetical marks to denote whether the employee was present, on leave, sick, or absent, rate of pay per diem, regular time completed for the month, total amount of monthly pay, any extra-time completed, and the total amount of extra pay disbursed. Beginning in May, 1897 the rolls document the employee's work or position title. Beginning in September, 1900 the rolls include employees attached to the Officer in Charge of Buildings and Grounds. Volumes 2 through 9 contain only time rolls for the Department of Steam Engineering and Department of Marine Engineering and Naval Construction from 1884 through 1913, and from 1917 to 1923. Volume 9 also contains a list of Department of Marine Engineering and Naval Construction Shop employees that includes the employees' names, birth dates, date of service, and addresses.

Series 2: RECORDS RELATING TO FENCING INSTRUCTION, 1869-1927 Boxes 3-4
Series DescriptionThe second series, RECORDS RELATING TO FENCING INSTRUCTION, consists of monthly class reports and grade books for the branch of fencing instruction in the Department of Ordnance and Gunnery. Unless otherwise stated, the volumes contain reports and grades for the first, second, third, and fourth classes. The volumes document each midshipman's last name, grade averages for each week, a monthly grade average, and remarks. Some entries in the volumes document grades by term and list averages by each month of the academic term. There is some overlap of dates among the volumes. Additionally, some volumes are for specific classes of cadet-midshipmen and cadet-engineers (contemporary terms). Volumes 9 through 11 are equipment inventory registers documenting the availability and temporary custody by individual midshipmen and staff of various fencing instruction articles including swords, sabers, foils, gloves, canes, belts, masks, guards, and other protective gear.

Series DescriptionThe fifth series, CONSTRUCTION FILES, consists of correspondence, memoranda, lists, orders, schedules, plans, engineering blueprints, maps and drawings, programs, directories, pamphlets, and catalogs. The records relate almost exclusively to the design and construction of Rickover Hall, often referred to in the files as the new Engineering Studies Complex (ESC) or the new engineering building, by John Carl Warnecke & Associates and George M. Ewing Company Architects, Planners & Engineers. Also included are files documenting the rehabilitation of Griffin, Isherwood and Melville Halls.

Series 9: ACCOUNTING FILES, 1970-1976 Boxes 25-27
Series DescriptionThe ninth series, ACCOUNTING FILES, consists of correspondence, memoranda, instructions, notices, data print-outs, lists, charts, and financial forms and receipts. The majority of the records originate from the Accounts Maintenance Clerk in the office of the Division Comptroller. The Accounts Maintenance Clerk was responsible for preparing requisitions for supplies and services, the maintenance of required accounting records, and the submission of required financial reports for the Division. The Accounts Maintenance Clerk was also responsible for accounting for Operation and Maintenance, Navy (O&M, N) funds, Other Procurement Navy (OPN) funds, and research grants. The records largely consist of letters authorizing funds, individual ledgers for each account, and files of outstanding and completed requisitions. In addition to documenting O&M, N, OPN, and research funds, the files relate to special accounts, funds for the Division's various departments, instructions and bulletins, intermittent pay, and subscriptions and periodicals.

Series 10: RECORDS OF PROFESSOR ARTHUR E. BOCK, 1933-1988 Boxes 27-35
Series DescriptionArthur Emil Bock served as a member of the Naval Academy faculty from 1944 to 1981. From 1944 to 1946 he served as an Ensign and Lieutenant in the U.S. Naval Reserve at the Naval Academy. From 1946 to 1969 Professor Bock served on the faculty of the Department of Marine Engineering. Professor Bock served as the Senior Professor of the Engineering Division from 1964-1967, and Chairman of the Naval Engineering Department from 1967 to 1970. From 1970 to 1981 Professor Bock served on the faculty of the Naval Systems Engineering Department. Professor Bock served many additional duties on various boards and committees, including as member and recorder of the Academic Council from 1957 to 1965 and member of the Engineering Department's Curriculum Advisory Board from 1959 to 1961. From 1984 to 1986 Professor Bock also served on the Committee of Space, Equipment and Budget. Arthur E. Bock retired as a Professor Emeritus in 1981, although he was active in the Naval Academy's academic affairs until his passing in 1989. The annual Bock Memorial Lecture Series was established in 1993 to support and enhance academic excellence in the Naval Academy's Department of Naval Architecture and Ocean Engineering. During his career on the Naval Academy faculty Professor Bock taught courses in thermodynamics, fluid mechanics, internal combustion and steam turbine engines, power plants, marine engineering, metallurgy, and aerodynamics. He also co-authored Elements of Applied Thermodynamics, published by the U.S. Naval Institute in 1951. The tenth series, RECORDS OF PROFESSOR ARTHUR E. BOCK, consists of studies and reports, correspondence, memoranda, instructions, notices, meeting minutes, performance evaluations, photographs, presentation transparencies, pamphlets and programs, and journal articles and scholarly monographs. A substantial portion of the research monographs relate to environmental protection, pollution management, energy sources, and engineering education and were collected by virtue of Professor Bock's service on the Naval Academy Energy/Environmental Protection Research and Development Team. Some of the files have Standard Subject Identification Codes (SSIC).

Earl Kendall Barber File, 1944-1966
Earl Kendall Barber, an electronics engineer, and Naval Reserve warrant officer, joined the staff of the Naval Academy in 1918 as an ordnance helper. He worked in this capacity until 1946 when he was converted to civilian status and promoted to electrical engineer in the Weapons Department. He also served as coach of the varsity and plebe Rifle Teams, and as senior instructor of the Junior Rifle Club. He served at the Academy until his death in 1966. The records in this file relate mainly to awards Barber received for the creation of special training devices and aids for the instruction of midshipmen, as well as biographies, photographs, and some ephemera including programs.

Correspondence Regarding Photograph of James P. Sprague, Chief Engineer, USN, 1941-1942
Contains correspondence to and from Lieutenant N. Nash Jr, an officer in the Marine Engineering Department assigned the job of locating photographs of past Heads of the Department of Marine Engineering. The correspondence relates to LT Nash's effort to locate a photograph of James P. Sprague, Chief Engineer, USN and Head of the Department of Marine Engineering from 1878 to 1881. The correspondence is largely between LT Nash and relatives and family friends of the late James P. Sprague, and local historical societies and museums, city recorders, and other government offices within Sprague's hometown in New York.

Series DescriptionThe thirteenth series, COMMISSIONING WEEK PLANNING RECORDS, consists of lists, schedules and agendas, correspondence, memoranda, directives, notices, orders, meeting minutes, engineering drawings, photographs, presentation transparencies, and ephemera including official programs, directories, event tickets, and formal invitations. The records were compiled by the June/Commissioning Week Planning Committee. The Chairman of the Division of Engineering and Weapons served as Chairman of the June/Commissioning Week Planning Committee. The records relate to funding, prizes and awards, honors, parades, parties, event tickets, buildings, delivery of diplomas, traffic and parking, requirements for the Blue Angels performance, midshipman ushers, open-house activities, the Herndon Monument climb, religious services, visits to ships, maintenance and public works services, dances and other entertainments, uniforms, seating arrangements, parents' dinner, the academic procession, food service, letters of commendation, shuttle bus transportation, speech scripts, and general comments and suggestions for June/Commissioning Week. Series 14: ENGINEERING ACCREDITIATION FILES, 1970-1981 Box 39
Series DescriptionIn December 1967, a Command Inspection was held by the Bureau of Naval Personnel. One outcome was a recommendation that in the following spring the Naval Academy take steps to obtain approval of one or more of the engineering majors' curricula by the Engineers Council for Professional Development (ECPD). In the following years, the Naval Academy did take steps towards accreditation. In August 1970, the ECPD, now known as the Accreditation Board for Engineering and Technology (ABET), accredited the following majors: Aerospace Engineering, Electrical Engineering, Mechanical Engineering, and Systems Engineering. In September of 1972, Marine Engineering, Naval Architecture, and Ocean Engineering were awarded accreditation. (Naval Engineering was no longer a designated degree). The fourteenth series ENGINEERING ACCREDITATION FILES, consists of questionnaires and reports originating from the accreditation evaluation of the Naval Academy's engineering majors by the ECPD/ABET. The ECPD/ABET accredited engineering programs for 6 years at a time, requiring an institutional visit and re-evaluation upon the expiration of the accredited period. This series contains the questionnaire reports from 1970, 1976, and 1982 (questionnaire completed in 1981). The questionnaires address the organization of the engineering departments; engineering unit finances; the engineering faculty salaries, tenure, retirement, and education; the departments' physical facilities, admission requirements, and requirements for graduation; the engineering curricula, specifically recent changes and plans; course requirements; and department laboratories.

The ECPD conducted questionnaires to evaluate the Naval Academy's Engineering majors. These volumes contain data from the Engineering and Weapons Departments, and the instruction of aerospace, electrical, mechanical, naval, and systems engineering. Volume 1 of the questionnaire addresses the organization of the departments; engineering unit finances; the engineering faculty salaries, tenure, retirement, and education; the departments' physical facilities, admission requirements, and requirements for graduation. Volume 2 of the questionnaire addresses the engineering curricula, specifically the recent changes and plans, course requirements, department laboratories, and faculty.
