History of the Department of Languages and Cultures
In 1845 the first organization of the Naval Academy provided for six professorships. Arsene Napoléon Girault held the professorship for French and Spanish languages.
In 1850, the academic organization underwent a major reorganization. The Naval School at Annapolis became the United States Naval Academy, and the professorship held be Girault became the "Professor of Modern Languages," charged with instructing midshipmen in speaking, reading, and writing French and Spanish. In the same year, Edward A. Roget became an Assistant Professor in Spanish under Girault. In 1851, separate departments of French and Spanish were established. Roget was promoted to the rank of full professor and assumed the leadership of the Department of Spanish, while Girault maintained charge of the Department of French.
In 1873 the Departments of French and Spanish were reorganized into a single Department of Modern Languages. The department title was shortened in 1895 to the Department of Languages only to revert to the Department of Modern Languages in 1899. Courses in German and Italian were first offered in the 1930-1931 academic year. In 1933, the department's title was shortened once again to the Department of Languages. Less than ten years later, in 1940, it was renamed the Department of Foreign Languages. Portuguese instruction was introduced in 1940 and Russian in 1942. In 1968 the department was retitled the Department of Modern Languages and in the same year Basic Chinese was added as a course.
In 1970 the curriculum underwent another major revision with the implementation of the required Majors Program. Under the new academic organization, the Division of U.S. and International Studies, and thereunder the Department of Economics, Department of Political Science, and the Department of Area Language Studies were established. New majors in Political Science, Economics, History, Literature, Foreign Affairs, and General Management all required six semesters, or 18 semester hours, of one of the seven languages offered. Majors in European Studies, Far Eastern Studies, Latin American Studies, and Soviet Studies had an over-all language requirement of 24 semester hours. The latter majors combined political and historical investigation of their respective geographical areas with study of the related language, literature, and culture. The European and Latin American Studies majors also utilized exchange officers from the navies of France, Germany, Italy, Brazil, and Mexico to teach courses. During the 1974-1975 academic year Japanese was introduced into the Far Eastern Studies major.
During the 1977-1978 academic year Italian, Portuguese, and Japanese were removed, and the interdisciplinary area-language majors of European, Far Eastern, and Latin American Studies were phased out of the curriculum. As a result, the department was retitled the Department of Language Studies. In 1990, Japanese was again added to the curriculum. Chinese, introduced in 1968, was dropped in 1992 only to be reinstated in 2002. The department began teaching Arabic in the 2004-2005 academic year. During the 2011-2012 academic year the department title was changed to the Department of Languages and Cultures.
