USNA Weather Policy

The U.S. Naval Academy Modified Operations Policy instruction is USNAINST 12610.4 (series). ( Note: This policy is under revision to address changes in DoD terminology regarding mission essential/emergency essential, and to incorporate DEC 2014 guidance from the Office of Personnel Management regarding installation closure).

Essential Personnel: Division/Department heads determine, within their organizations, those individuals that are "Essential Personnel." All essential personnel shall be designated in writing.

USNA MODIFIED OPERATIONS POLICY

1. USNA Open for Normal Business Operations
2. USNA Open for Normal Business Operations, Unscheduled Leave Policy in Effect
   • Employees must call in to notify supervisor if unable to report for duty due to emergency circumstances
3. USNA Operating under Delayed Arrival, Unscheduled Leave Policy in Effect
   • Example: 2 Hour Delay
     • Employees receive up to 2 hours of administrative leave and all must report no later then 0930
     • Employees scheduled to report for work at or after 0930 do not receive administrative leave and must report on-time
     • Academic day begins at 0930
     • Employees taking advantage of Unscheduled Leave for the entire day must use their personal leave for the entire day
   • Example: 4 Hour Delay
     • Employees receive up to 4 hours of administrative leave and all must report no later then 1130
     • Employees scheduled to report for work at or after 1130 do not receive administrative leave and must report on-time
     • Academic day begins at 1330
     • Employees taking advantage of Unscheduled Leave for the entire day must use their personal leave for the entire day
4. USNA Open Under Modified Operations
   • All employees essential to announced operations must report on time (or delayed as necessary)
   • All employees not essential to announced operations are excused from work and receive administrative leave for their entire scheduled workday
   • Required operations for any given day will always include Public Safety (Fire, Security, and Public Works), and may include operations specific to that day (i.e., instruction/support for scheduled academic classes, child care operations, Bancroft Hall operations, athletic event operations/support)
5. USNA Closed Except For Essential Support Operations
   • Personnel required to provide essential operations to report to duty as scheduled.
   • Personnel who were prevented from working by the closure are excused from work and may be granted administrative leave.  Employees in an approved annual leave status remain on annual leave.

** Employees do not receive administrative leave for delayed arrival if they are on leave the entire scheduled workday. Similarly, if early dismissal is issued, employees already on leave do not receive administrative leave.

* Note that X-Periods are generally used only during Academic Reserve Periods.
