Chaplain Hayley Moffatt

Lieutenant Moffatt is Chaplain for the 4th Battalion at the United States Naval Academy. Her previous assignments were as Command Chaplain for USS JAMES E. WILLIAMS DDG95 in Norfolk, VA from 2022-2024, and for Coast Guard Sector Miami in Miami Beach, FL from 2019-2022.

A native of Riva, MD, Lt. Moffatt earned her bachelor’s degree in Government at the United States Coast Guard Academy in 2009. Upon graduation, she served aboard USCGC RELIANCE in Kittery, ME. Her next assignment was CG RECRUITING COMMAND in Arlington, VA. She also began studies at Regent University School of Divinity, graduating with a Master of Divinity in Practical Theology in 2014.

As a minister, Reverend Moffatt worked with youth in Virginia Beach for seven years. Starting in 2017, she served as a hospital chaplain at Virginia Commonwealth University in Richmond, VA, and there received a Post-Baccalaureate Certificate in Patient Counseling. She then served at Bon Secours Maryview Medical Center in Portsmouth, VA, providing spiritual care for patients in behavioral health. Rev. Moffatt next served at the Hampton Veterans Affairs Medical Center in Hampton, VA, again focusing on behavioral health. Rev. Moffatt’s hospital service afforded her the completion of nine Clinical Pastoral Education units accredited by the Association for Clinical Pastoral Education (ACPE). During her service to veterans, Rev. Moffatt embraced the call to return to active duty, and received her commission in June 2019.

Chaplain Moffatt’s ecclesiastical endorser is the Coalition of Spirit-filled Churches. She is a certified crisis interventionist for delivery of Critical Incident Stress Management (CISM), a LivingWorks trainer for Applied Suicide Intervention Skills Training (ASIST) and Suicide Alertness for Everyone (safeTALK), and a facilitator of the Prevention and Relationship Education Program (PREP). In August 2022, Chaplain Moffatt received the Military Chaplains Association Distinguished Service Award for her work with Sector Miami. Her military awards include the Coast Guard Commendation Medal and Coast Guard Achievement Medal.
