CDR Phil Starcovic

CDR Phil Starcovic is a native of Ohio, a 2005 graduate of The Ohio State University and was subsequently commissioned via the NROTC program.  As a Cryptologic Warfare Officer his initial assignment was at Navy Information Operations Command (NIOC) Texas.  While at NIOC Texas he served as a direct support officer on the USS Kearsarge (LHD-3) and four US subsurface combatants.  He also served as a Fleet Information Operations Center (FIOC) Texas watch officer and eventually the Department Head.  While assigned as the FIOC Watch Department Head he was also designated as the CTG 40.2 Mission Manager. 

In 2011, CDR Starcovic earned a M.S. in Information Warfare Systems Engineering from the Naval Postgraduate School.  From 2011-2013, CDR Starcovic served as the Information Warfare Officer and Electronic Warfare Officer onboard the USS DWIGHT D. EISENHOWER (CVN 69).  During his tenure, the Electronic Warfare Module earned the Association of Old Crows Outstanding Unit Award – Navy – Surface for 2012.

While stationed at NIOC Hawaii from 2013-2016, he spent his first year as a Hawaii Security Operations Center (HSOC) Senior Operations Officer (SOO), his second year as the NIOC Hawaii Special Security Officer (SSO), the Joint SSO, and the N4 Department Head, and his third year as the Current Operations (N3B) Department Head.

From 2016-2018, he was the Deputy Director for Information Operations and Special Activities at NAVEUR-NAVAF-C6F.  Most recently he completed a tour as the plankowner Executive Officer of Cryptologic Warfare Activity SIXTY SIX.  In February 2020 he reported to the United States Naval Academy as the Deputy Director of the Center for Cyber Security Studies.

CDR Starcovic’s awards include the Defense Meritorious Service Medal, Meritorious Service Medal, Navy Commendation Medal, Navy Achievement Medal and various unit and service awards.
