The Human Resources Office does not handle the processing of benefits information. The Department of Navy has set up the Civilian Benefits Center (CBC) and representatives are available to assist you in making benefits elections as well as assist you with any specific questions you may have about your benefits.

  • FSAFEDS is a program that allows federal employees to use pre-tax deductions to pay for eligible health care and dependent care expenses.

  • Elections can be made during the Benefits Open Season or in conjunction with a qualifying life event.
  • Current enrollees must remember to enroll each year to continue participating in FSAFEDS. Enrollment does NOT carry forward year to year.
  • FSAFEDS benefit period is from January 1 of the current year through March 15 of the following year.

It's never too early to start planning for retirement. The Civilian Benefits Center offers several helpful resources to assist in understanding your retirement benefits and mapping a plan for your career as a federal employee.

As you approach the time for considering retirement there are some additional helpful resources.

It is recommended that contact be made with a Retirement Specialist through the Civilian Benefits Center (1-888-320-2917, navybenefits@us.navy.mil) to ensure you receive the most up-to-date information relative to your specific benefits.

Locally, there are two documents important to your retirement.  The first is a Retirement SF-52 and the second is the USNA Check-out sheet.  Once you know for certain the date you intend to retire, reach out to retirements-separations-group@usna.edu for further guidance.

Important Information on Pension Plan Contributions for 2026
  • The contribution limit for employees who participate in 401(k), 403(b), most 457 plans, and the federal government's TSP maximum contribution limit has increased from $23,500 to $24,500.
  • The catch-up contribution limit for employees aged 50-59, and 64 and over who participate in the federal government’s TSP has increased from $7,500 to $8,000. Elections will carry over each year unless you submit a new one.   
  • Under a change made in SECURE 2.0, the higher catch-up contribution limit applies for employees aged 61, 62, 63, 64 who participate in the federal government’s TSP remains $11,250.
  •  Calendar year 2026 has 27 pay dates. Employees who wish to contribute the $24,500 maximum, distributed evenly over 27 pay dates, should elect $908 per pay period. If eligible to make catch-up contributions, employees should elect to contribute $1,204 per pay period to reach the 2026 total contribution limit of $32,500. If eligible under the SECURE 2.0 act, employees should elect to contribute $1,325 per pay period to reach the maximum $35,750 limit.
  • To distribute contributions equally over all 27 pay dates in 2026, employees should submit their election during the period of 30 November to 13 December 2025 using the GRB Platform at https://civbenefits.dc3n.navy.mil/.
  • Automatically contribute 5% of basic pay, can change or cancel at any time.
Eligible Period
  • If you’re a FERS or CSRS employee or a BRS member who began or rejoined federal service after October 1, 2020, your agency or service automatically enrolled you in the TSP, and 5% of your basic salary is deducted from your paycheck every pay period and deposited into the traditional balance of your TSP account1 unless you made a contribution election to stop or change your contributions. If you’re a BRS member who stopped your contributions during the year, you are automatically re-enrolled at 5% of your basic pay on January 1.

    If you’re a FERS or CSRS employee or a BRS member who began or rejoined federal service between August 1, 2010, and September 30, 2020, you were automatically enrolled at 3%.
