POSITION DESCRIPTION:

The Provost Office at the United States Naval Academy invites applications for the position of Vice Provost for Finance and Strategy (VPF&S) to begin as early as Summer 2026. The Vice Provost for Finance and Strategy reports to the Provost and oversees the operational budgets and resourcing for the provost cost center as well as manages long range financial planning and resourcing of strategic initiative.

Duties and responsibilities

  • Administer and supervise all financial matters in support of the Naval Academy’s academic programs including material budgets at both the expense and investment levels.
  • Serve as the first line supervisor for the Director of the Provost’s Budget Office and the Dean of Research and Innovation. 
  • Provide high-level oversight of the Research and Innovation Office to ensure research activities and external funding streams align with the Academy's mission and fiscal law.
  • Develop and manage long term strategic resourcing plans for the Provost Cost Center including the Provost’s input to the Navy’s Program Objective Memorandum (POM) and USNA’s investment budgeting processes.
  • Assist with gift-funded excepted service civilian appointments, reappointments, and co-chair the Provost Cost Center merit compensation process annually in close collaboration with the Vice Provost for Faculty Affairs.
  • Administer adjunct faculty staffing requirements and serve as the primary technical point of contact for adjunct faculty contracts.
  • Work in close collaboration with the USNA Comptroller’s office and Civilian Human Resources. 
  • Serve in all other duties that may be assigned by the Provost.

This is an onsite, 12-month compensation model, excepted service federal position with an initial appointment of approximately 3-years with anticipation of renewal, a highly competitive salary, and full federal benefits. Salary Details:  

    • Pay Band: AD-09 - Classification 14
    • Approximate Starting Salary Range: $130,000 – $160,000 annually 
    • Final salary will be determined based on experience and qualifications of the selected candidate.

MINIMUM AND PREFERRED QUALIFICATIONS:

Required Minimum Qualifications:

  • Master’s degree or higher
    •  (at time of application)
  • 5 years of experience managing finances in a professional capacity.
  • 3 years of experience developing resourcing plans for strategic initiatives.

Preferred Qualifications (We are particularly interested in candidates who have experience or demonstrated interest in some or all of the following areas):

  • Strong understanding of strategic initiatives and the unique responsibility of developing leaders in service to the nation within a military service academy environment.   
  • Significant experience with government, military, and academic budget processes. 
  • Experience with resourcing in a higher education environment. 
  • Experience in leading financial planning at an academic institution or within the DoW.
  • Ph.D. in a discipline aligned with current offerings at USNA.

FINAL SELECTION FOR POSITION WILL BE BASED ON THE FOLLOWING ASSESSMENTS: 

  • On campus interview
  • Executive level interview

The selected candidate will be subject to a security investigation leading to successful completion of a background investigation with a favorable adjudication. NOTICE TO CURRENT ACTIVE DUTY SERVICE MEMBERS: Separating service members will be eligible for employment to an excepted service position within 120 days of discharge given a Statement of Service can be provided.  If selected, you will be required to submit a Statement of Service indicating your branch of service, rate/rank, all dates of service, your expected date of discharge and anticipated character of service (Honorable, General, etc.) The statement of service must be printed on command letterhead and signed by your command. 

NOTICE TO RETIRING MILITARY: Retired service members cannot be appointed to DOD civilian positions within 180 days of retiring. As such, they must observe a 180 day waiting period starting from their date of retirement. USNA does not waive this waiting period requirement for excepted service positions.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
