Visitor Base Access

The Naval Academy Prep School (NAPS) is located on Naval Station Newport, Newport, RI. All family members and guests fall under CNICINST 5530.14A for entry onto Naval Station Newport. Compliance by Naval Station Newport and NAPS is mandatory.

Questions:

  1. Do you have a DOD issued CAC card?
    If yes, you may use your CAC card for entry onto Naval Station Newport.

  2. Are you 17 years OR younger and a US Citizen?
    If yes, you are not required to be vetted for entry onto Naval Station Newport.

If you answered NO to the above questions you will need to be vetted for entry onto Naval Station Newport.

BASE ACCESS IS A TWO PART PROCESS:

Part One: The vetting process:

  1. Each person who wishes to enter Naval Station Newport MUST fill out Form SECNAV 5512. (Directions are included at the end of the form)
  2. Vetting takes ten working days to complete, so forms must be turned in at a minimum ten days before your visit to NAPS.
  3. All forms must be sent to the NAPS Sponsor, Bryan Brouse, Athletic Director, NAPS.
  4. Coach Brouse will email you when he opens and reviews your forms.
  5. You must email Coach Brouse after ten days to find out your status, cleared or denied.
    1. If denied access to Naval Station Newport, please review the “What to do if you are denied” instructions.
    2. If cleared you are eligible for entry onto Naval Station Newport.
  6. Your forms will be destroyed after the results are received by Coach Brouse.
  7. Incorrect Forms - Any forms not filled out correctly will also be destroyed after Coach Brouse contacts you and requests you to correct the form and resubmit.
  8. Once vetted your clearance will last for 179 days. For you this means you will need to be vetted in June / July 2019 to cover Fall 2019 AND YOU WILL BE REQUIRED TO RESUBMIT A NEW FORM IN DEC 2019 OR JAN 2020 FOR SPRING 2020 VETTING.

Part Two: Access to Naval Station Newport

  1. All family members and guests of the command or our midshipmen candidates must be vetted for access to Naval Station Newport before entering base, part one.

  2. Weekends (Friday 1600 to Sunday 1830):
    1. You must email Coach Brouse by 1200 on Wednesday before you require base access for Friday evening, Saturday or Sunday. Coach Brouse will submit your name to security with a request for base access on the dates you requested.
    2. Your email request must have the following information:
      1. Names of each cleared person requesting access
      2. Date and time of access
      3. Reason for requesting base access
  1. Weekdays after 1600:
    1. You must email Coach Brouse 72 hours before you require evening base access during the week. Coach Brouse will submit your name to security with a request for base access on the dates you requested.
    2. Your email request must have the following information:
      1. Names of each cleared person requesting access
      2. Date and time of access
      3. Reason for requesting base access.
  1. Weekdays during normal working hours – 0630 to 1530:
    1. You must report to the Pass Office to obtain a pass for entry.
    2. To obtain a pass, follow the directions on the Naval Station Newport Security Page

  2. When arriving at the gate you will be required to provide identity documents to the guard.
    1. Please review the list of Acceptable Identity Proofing Documents. (You can check if your state issued driver's license is REAL ID Act compliant on the DHS REAL ID compliance map.)
    2. You will be denied access to Naval Station Newport WITHOUT proper identity documents regardless of your cleared status. You must prove who you are with proper documents for access.

NON CITIZENS

  1. Fill out Form SECNAV 5512
    1. Submit to Coach Brouse – 30 Days before you desire access to Naval Station Newport.
    2. When you send in the form please note in your email or letter you are a non-citizen.

Please read the following directions BEFORE completing the form. The form must be fully completed and legible for Naval Station Security to accept for processing.

Blocks 1 through 13 complete all requested information.

Block 14 check social security number

Block 15 write in social security number

DO NOT fill in blocks 16, 17, 18, or 19. No driver’s license or passport numbers are required for US Citizens.

Block 20 through 28 complete all requested information.

Block 29 - check yes or no, initial in space provided

Block 30 - initial in space provided

Block 31 - sign and date form

Scan and email the form – please understand you are sending personal information through email or the US Mail. We are willing to work with everyone to make sure your information is fully protected. Once we receive it, only Coach Brouse and base security will see the information. After you are cleared we will destroy all forms and emails containing the information.
