General Policies and Information

The items prohibited in federal installations and facilities include any item prohibited by any applicable federal, state, local, or tribal law and/or ordinance, as well as firearms, dangerous weapons, explosives, chemicals, defensive sprays or other destructive devices, including their individual parts or components, that are designed, redesigned, used, intended for use, or readily converted to cause injury, death, or property damage. Please note recreational drugs are also prohibited on federal property, regardless of state or local law. A violation of these laws is a federal offense and will be prosecuted
to the fullest extent of the law. This list applies to all military and civilian personnel, contractors, and visitors.

Members seeking access without the appropriate ID or CAC will need to contact their sponsor command to schedule an appointment and review the needed documents for gaining access to the installation.

The VCC is open for service Monday through Friday, from 7 a.m. and 3:30 p.m.
The VCC is closed on federal holidays and weekends.
It is required you bring the following items with you to obtain access:

  • Military ID/Passport/Driver’s License
  • Copies of your endorsed orders or contract
  • Contact information of your sponsor command and point of contact
  • Vehicle paperwork (registration and proof of insurance)

Installation Escort Policy and Information

An individual with a valid CAC, or USID (retiree, family member, etc.) may escort up to eight individuals at one time. All personnel must be in the same vehicle, if driving. All individuals must remain with the escort at all times while on the installation, to include escorting back off the installation.

The following personnel CANNOT escort others

  • Civilian contract employees with a green striped CAC.
  • Foreign nationals with a blue striped CAC or blue striped USID.
  • Individuals in possession of a Federal PIV (e.g. DHS PIV, equivalent to the DoD CAC)
  • Individuals in possession of a Veteran’s Health ID card.
  • Any individual in possession of a DBIDS card, or pass.

Individuals with a Veteran’s Health ID card (with service connected disability and enrolled locally) or a retired civil service employee may be accompanied by one guest however, the DBIDS credential for this guest must be obtained at the installation Visitor Control Center, in advance, by completing processing during normal working hours (Mon.-Fri. 7 a.m. – 3:30 p.m.).

Naval Station Newport Gate Hours

  • Gate 1 - Main Gate (Training Station Road, Newport)
    - Open 24 hours each day, unless otherwise announced.

  • Gate 2 (Third Street Extension, Newport)
    - Closed, unless otherwise announced.

  • Gate 10 (Coddington Highway, Middletown)
    - Closed, unless otherwise announced.

  • Gate 17 (Access Road, Middletown)
    - Commercial Gate (All commercial traffic must enter the installation at this location)
    - Open 24 hours each day, unless otherwise announced.

  • Gate 7 (Navy Clinic, Third Street, Newport)
    - Open Monday through Friday 6 a.m. – 6 p.m.

  • Gate 23 (NUWC Compound, Access Road, Middletown)
    - Open 24 hours each day, unless otherwise announced.

  • Gate 32 (NUWC Compound, Defense Highway, Middletown)
    - Open Monday through Friday from 7 – 9 a.m. and 3:30 – 5:30 p.m.
